as i understand it, it's being donated by archive.org, which
is a nonprofit in the Presidio here in San Francisco, run by
Brewster Kahle, who also is the guy that invented WAIS
(anyone remember WAIS? a pre-WWW net search tool, basically)
and runs Alexa.com, which was bought by Amazon. I'm not
sure where achive.org gets all their money, but they have
basements full of terrabyte harddrives that they are using
to archive the entire internet.
