[rumori] Visual Art Collage / copyright questions

There is another mailing list I'm on affiliated strictly with
collage. I thought I'd forward an email from there to rumori,
since I cannot answer her legal question about visual
art, and hoped we had some legal savvy folks on here.

IS IT illegal to sell a piece of visual collage (taking
pieces from magazines, books, newspapers, and
what not) and claiming it as your own? Does she
need to get permission? Is there a "sample clearing"
concept visual artists must go through?
